The paper holds that an opened government, government administration to the public, is not only the that is, the opening of the information concerning the requirement of the Constitution, but also the means of guaranteeing human rights. Based on this conviction, the author analyses the guidelines, principles, categories, and techniques of the legislation concerning the opened government.
