密云一带地处中原通向塞外的交通要道。为了实现以蒙古各部屏藩朔漠的战略需要，清帝经常从密云出古北口到围场一带同蒙古王公一起射猎。为保证皇帝出巡，清政府从康熙二十年代沿密云——古北口的古道建立行宫。密云等处行宫的建立，最终促进了以祈雨为特点的官方对白龙潭祭祀的形成。

밀운일대지처중원통향새외적교통요도。위료실현이몽고각부병번삭막적전략수요，청제경상종밀운출고북구도위장일대동몽고왕공일기사작。위보증황제출순，청정부종강희이십년대연밀운——고북구적고도건립행궁。밀운등처행궁적건립，최종촉진료이기우위특점적관방대백룡담제사적형성。
Miyun Area is situated in the artery from Central Plains to north of the Great Wall. To ensure the political stability of the Mongolian Tribes, the Qing Emperors ofter went hunting around the Royal Enclose with Mongolian nobilities, throught the Miyun County and across Gubeikou Gate of the Great Wall. Along the Ancient Road, constructed in second decade of Kangxi＇s Reign, the Temporary Palaces for the Emperors, had been used as for emperor accommodation in time of hunting and commit official sacrifices to White Dragon Pool. The White Dragon Pool sacrifice highly related to the destiny of the dynasty.
