毛泽东的统筹兼顾思想主张处理事情应分清轻重缓急，围绕解决主要矛盾抓全局；对待人要调动一切积极因素，建立最广泛的统一战线。其主要特征是：在价值取向上讲究终极价值与工具价值的辩证统一，在方法论上讲究创造条件促使矛盾转化。在贯彻落实科学发展观中继承和发展毛泽东的统筹兼顾思想，必须用“以人为本”统帅正确处理人民内部矛盾，把矛盾思维与系统思维结合起来。

To inherit and develop MAO Ze-dong＇s Thought of Overall Planning and All-round Consideration in carrying through Scientific Concept of Development, needs the work that works well the both side： one is that it commands to manage the internal antinomy to make people the center, the other is to put together the organic knot of self-contradict thinking and the system thinking.
