农业税减免为村委会职能向服务于自我的回归提供了条件，然而，村委会职能转换仍然面临着不少制约因素。为促进村委会职能转换，应推进县、乡管理体制改革，培育和发展农民自组织，加大对村民和干部的培训，规范民主选举，加强民主参与、民主监督的制度建设。
農業稅減免為村委會職能嚮服務于自我的迴歸提供瞭條件，然而，村委會職能轉換仍然麵臨著不少製約因素。為促進村委會職能轉換，應推進縣、鄉管理體製改革，培育和髮展農民自組織，加大對村民和榦部的培訓，規範民主選舉，加彊民主參與、民主鑑督的製度建設。
농업세감면위촌위회직능향복무우자아적회귀제공료조건，연이，촌위회직능전환잉연면림착불소제약인소。위촉진촌위회직능전환，응추진현、향관리체제개혁，배육화발전농민자조직，가대대촌민화간부적배훈，규범민주선거，가강민주삼여、민주감독적제도건설。
The policy of ever-reducing agricultural tax provides the conditions for the functions of villagers＇ committee to converse to ＂own-service＂. But there are still many obstacles in the way of conversion. In order to promote the conversion we must reform the administrational system, cultivate peasants＇ organizations, train the farmers and rural administers, standardize democratic selection, and strengthen the construction of the system of democratic participation and supervision.
