Wetland is rare economic resources and provides with important ecological values. The conservation and sustainable utilization of wetland have been paid close attention by the whole world. The significance of wetland, including land supply, water replenishment, biodiverslty conservation and ecological service is analyzed and it is considered that wetlands are important strategy resources for the development of Shanghai. This paper analyzes the current situation of wetland conservation and utilization in Shanghai, and probes into as well the harmonious development of wetland conservation and utilization in Shanghai in the field of silt utilization, conservation zone adjustment and scientific utilization. Finally, some policy suggestions are given to promote the coordinated development of wetland conservation and use in Shanghai from the point of coordinating mechanism, function area division, harmonization of inning and conservation, normalizing utilization, pollution control, legal guarantee and scientific information sharing, etc.
