分别从纵向发展的维度和横向管理体制形态对比的维度解剖我国的国家和省两级开发区，通过对有关开发区政策、法规以及规章文本的考察，找出我国开发区建设发展的具体形态和与之伴随的法制困境，并在此基础之上提出一些建议。

분별종종향발전적유도화횡향관리체제형태대비적유도해부아국적국가화성량급개발구，통과대유관개발구정책、법규이급규장문본적고찰，조출아국개발구건설발전적구체형태화여지반수적법제곤경，병재차기출지상제출일사건의。
This article takes national and provincial development zones as research objects. And it analyzes the general situation of the two - level development zones from longitudinal and latitudinal angles of view. Through the review of relative policies as well as the status and regulations, this paper tries to find the development zones＇concrete ecology condition and the following legal difficulties. Based on this point, tries to put forward some preliminary proposals.
