目前，农发行的业务领域已发生了重大变化，审视农发行新业务发展现状，从政策依托、制度建设、素质技能、操作程序等方面都面临一定的问题，若要发挥好农业政策性金融在新农村建设中的重要作用，有必要对农发行提供相应的政策保护，同时消除业务经营中不尽合理、不切实际的障碍和弊端，促进农村金融事业和农村经济的健康发展。
目前，農髮行的業務領域已髮生瞭重大變化，審視農髮行新業務髮展現狀，從政策依託、製度建設、素質技能、操作程序等方麵都麵臨一定的問題，若要髮揮好農業政策性金融在新農村建設中的重要作用，有必要對農髮行提供相應的政策保護，同時消除業務經營中不儘閤理、不切實際的障礙和弊耑，促進農村金融事業和農村經濟的健康髮展。
목전，농발행적업무영역이발생료중대변화，심시농발행신업무발전현상，종정책의탁、제도건설、소질기능、조작정서등방면도면림일정적문제，약요발휘호농업정책성금융재신농촌건설중적중요작용，유필요대농발행제공상응적정책보호，동시소제업무경영중불진합리、불절실제적장애화폐단，촉진농촌금융사업화농촌경제적건강발전。
In the recent years, the undergone great changes.
