在总结历史经验的基础上，中共中央提出要建立教育、制度、监督并重的惩治和预防腐败体系，认为“教育是基础，制度是保证，监督是关键”。要建立这种制度体系，还需要从理论上深刻反思关于腐败成因的“资产阶级思想腐蚀说”，深入探讨人性及其与腐败的内在关系等问题。对人性的判断是建立反腐败制度体系的哲学基础。对人性的不同认识决定着不同的治国思路和制度设计取向。历史经验和科学研究都证明：自私自利是人性中最基本最主要的倾向，是腐败行为发生的内在基础；掌握公共权力且缺乏有效的客观监督制约是腐败赖以发生的外在条件，所以就反腐败而言，法律制度比道德更重要。

Based on the historical experience , the Central Committee of CPC has decided to set up the system of punishing and preventing corruption, which emphasizes the education, the legal system and the inspection equally, employing ＂education as the base, institution as the guarantee and inspection as the key＂. In order to establish the system, two questions should be answered：（1） Is the corrosion of the capitalist class＂ ideology the main cause of corruption？（2） what is the relation between humanity and corruption？ For humanity judgment is the philosophic basis of building the institution system of anti-corruption, the different understanding of humanity leads to different law-making and ways of ruling a state. The historical experience and scientific researches have both proved that selfishness is the essential inclination of humanity, which is the inner motivation of a person to be corrupt, and that the power without effective inspection will definitely result in corruption. Therefore, law is more important than morality in combating corruption.
