化石能源面临枯竭，生物能源在人类将来的能源消费中将占重要地位。我国是生物能源大国，劳动力资源丰富，有着较好的技术条件。借鉴国外经验，加快生物能源的开发，能够促进农村工业的发展，增加农民收入，提高农业综合效益，充分利用农业资源，对解决“三农”问题，振兴农村经济，加快全面建设小康社会有重要意义。
