我国的群众体育事业除了理性的主导作用以外，与非理性因素的作用也是分不开的。这种非理性因素的作用是与中国群众体育事业决策的非逻辑性、非程序化和非模式化等超常性特征联系在一起的，表现为动力作用、调控作用和创新作用，既是对理性不足的弥补，又与理性相互作用，共同推动了我国群众体育事业的发展。
