基于国内学者有关“中国英语”的相关论述，从哲学的角度对中国英语进行了界定并描述了中国英语的几个特点，即它的客观性、可变性和特殊性。从而指出中国英语和美国英语、澳大利亚英语一样，都是客观存在的，并且具有自身的发展规律，中国英语也应被视为是一种ghccal的语言。

Based on the discussions and statements made by the Chinese scholars, and from the perspective of philosophy, this paper aims at discussing the concept of ＂China English＂ and the characteristics of China English： the objectivity, the speciality and flexibility so as to improve that China English, as a matter of fact, just like American English, Australian English, existing objectively along with its particular developing objective law. China English might be regarded as a kind of ＂glocal＂ language as well.
