我军心理战建设已经进入新的发展阶段。加强心理战建设，要求我们必须从过去关注的问题中走出来，从侧重提高对心理战的认识转变到增强官兵的心理战实战素质上来，从侧重介绍古今中外军队心理战的情况转变到发展有我军特色的心理战理论上来，从侧重对我军心理战发展提出一些设想转变到提高我军心理战各项建设的现代化水平上来。
