重视区域协调发展，必须把区域人力资源开发与合作放在重要位置。加强区域人力资源开发与合作是促进区域协调发展的重要途径之一。我国区域人力资源的开发与合作存在诸多矛盾与冲突，必须建立一种市场化与政府引导相结合的新机制，缓解和消除区域人力资源开发与合作问题上的不和谐因素，强化合作利益、共享政策，让不同区域共同分享人力资源开发与合作的成果。
重視區域協調髮展，必鬚把區域人力資源開髮與閤作放在重要位置。加彊區域人力資源開髮與閤作是促進區域協調髮展的重要途徑之一。我國區域人力資源的開髮與閤作存在諸多矛盾與遲突，必鬚建立一種市場化與政府引導相結閤的新機製，緩解和消除區域人力資源開髮與閤作問題上的不和諧因素，彊化閤作利益、共享政策，讓不同區域共同分享人力資源開髮與閤作的成果。

The recognition of regional harmonious development must attach importance to the work of regional FIR exploitation and cooperation. To strengthen the regional HR exploitation and cooperation is an essential approach to promote the regional harmonious development. There are a good many contradictions and conflicts in our regional HR exploitation and cooperation. It is argued that a new mechanism that combines the adoption of market principle with the direction of government must be established so as to relax and eliminate the disharmonious elements in regional FIR exploitation and cooperation, to strengthen the benefit of cooperation and the sharing of policies, and to allow different regions to share the fruit of HR exploitation and cooperation together.
