我国的政府信息化建设经过20多年的探索，有经验，有教训。有起步的基础，也有许多不足。为加快我国政府信息化建设，以迎接21世纪的竞争和挑战，笔者认真总结了中外政府信息化的发展历程，正确认识它的现状。并在此基础上对比分析了中外发展的差距以及我国发展不足的深层次原因，望能取得抛砖引玉的效果。
我國的政府信息化建設經過20多年的探索，有經驗，有教訓。有起步的基礎，也有許多不足。為加快我國政府信息化建設，以迎接21世紀的競爭和挑戰，筆者認真總結瞭中外政府信息化的髮展歷程，正確認識它的現狀。併在此基礎上對比分析瞭中外髮展的差距以及我國髮展不足的深層次原因，望能取得拋磚引玉的效果。
아국적정부신식화건설경과20다년적탐색，유경험，유교훈。유기보적기출，야유허다불족。위가쾌아국정부신식화건설，이영접21세기적경쟁화도전，필자인진총결료중외정부신식화적발전역정，정학인식타적현상。병재차기출상대비분석료중외발전적차거이급아국발전불족적심층차원인，망능취득포전인옥적효과。
The past twenty years have witnessed favorable development as well as deficiencies in China＇s government infonnafionization. To enhance its furthur construction and face up to the competition and challenges in the 21st century, this paper aims for a global view of the developmental history of the government informationization both at home and abroad and a better understanding of its status - quo, followed by a well- grounded account of the underlying factors differentiating Chinese and Western government informationizafion. A final tentative explanation of the reasons for the deficiencies in Chinese government informationization is expected to invite a wider range of attention and discussion on this issue.
