和谐或社会和谐是以儒家学说为代表的中国传统文化的核心理念；“公正即和谐，和谐须公正”是西方伦理文化的一个经典命题；“贵公正，促和谐”，“社会和谐的基本条件是公平正义”，这些是中、西方两种伦理文化的共同启示。闺此，为了创设社会和谐的基本条件，首先要夯实公平正义的道德基础。这就要深入开展公正教育、公仆教育和公民教育，促进落实当代中国社会公正原则，并努力建设社会主义公民文化，培育一代又一代充满公平正义的和谐精神、人格健全的现代公民。

Harmony or social harmony is a core notion of traditional Chinese culture represented by Confucianism while ＂Fair play is harmony, which in turn is based on fair play＂ is a classical issue of the western ethical culture. ＂Treasure fair play and promote harmony＂ and ＂The basic condition of social harmony is fair play and justice＂ -these are the common apocalypse of the Chinese and western ethical culture. Therefore, to create the basic condition of social harmony, we must first of all solidify the moral base for fair play and justice. For this, we must strengthen our education on fair play, public service and citizen, realize the principle of fair play in current Chinese society, construct the socialist citizen culture and cultivate generation after generation of modern citizens who are sound in personality and full of the spirit of fair play, justice and harmony.
