根据新世纪新阶段对党外代表人士的具体要求，加强能力培养，建立、完善能力培养体系，是当前各级社会主义学院培训工作中面临的共同课题。本文阐述了探索基于能力培养目标的党外代表人士培训模式的现实意义，并借鉴能力本位培训模式的理论和实践，围绕能力培养目标，从培训需求分析、培训目标确定、培训课程设计、培训方法选择、培训效果评估、培训师资配备、培训基地建设等七个方面对党外代表人士培训模式进行了初步探讨。
根據新世紀新階段對黨外代錶人士的具體要求，加彊能力培養，建立、完善能力培養體繫，是噹前各級社會主義學院培訓工作中麵臨的共同課題。本文闡述瞭探索基于能力培養目標的黨外代錶人士培訓模式的現實意義，併藉鑒能力本位培訓模式的理論和實踐，圍繞能力培養目標，從培訓需求分析、培訓目標確定、培訓課程設計、培訓方法選擇、培訓效果評估、培訓師資配備、培訓基地建設等七箇方麵對黨外代錶人士培訓模式進行瞭初步探討。

According to the needs of the representative figures outside the Party in new century and new stage, it is a common subject facing to the training work of every levels of institutes of socialism that is to strengthen the training of ability and improve the system of the training of ability. The paper gives out the practical significance of exploration of training model taking the training of ability as its goal of the representative figures outside the Party, and quoting from the theory and practice of the ability - standard training model, and discusses first the training model of the representative figures outside the Party from seven parts including the analysis of needs for training, defining the goal of training, the design of training classes, the selection of training ways, the assessment of training effects, the equipment of training teachers, and the construction of training bases.
