在当代中国，民生领域出现了诸多不容忽视的问题，不能不引起人们的政府管理学思考。当代中国民生问题的实质，是人民政府框架下的发展观念、具体制度与应对机制问题。为化解民生问题，中国政府应以关注民生、保障民生、发展民生为第一要义；应该转变发展观念，调整民生政策，着力于政府创新；应该切实改革收入分配制度、社会保障制度和政府绩效制度。同时，应当全面构建旨在主动应对民生问题的调研、预测与预警机制。
재당대중국，민생영역출현료제다불용홀시적문제，불능불인기인문적정부관이학사고。당대중국민생문제적실질，시인민정부광가하적발전관념、구체제도여응대궤제문제。위화해민생문제，중국정부응이관주민생、보장민생、발전민생위제일요의；응해전변발전관념，조정민생정책，착력우정부창신；응해절실개혁수입분배제도、사회보장제도화정부적효제도。동시，응당전면구건지재주동응대민생문제적조연、예측여예경궤제。
In contemporary China, many problems have appeared concerning people＇s livelihood so that it is imperative to think about these problems from the perspective of govemmentadministration. Actually, people＇s livelihood touches on the issues of development orientation, idiographic policies and institutions, and the responsive mechanisms in the frame of government. In order to solve the problems, Chinese government should attach utmost importance to people＇ s livehhood, and should change the ideas of development, rectify the livelihood policies, exert itself to innovate the institutions of earning distribution, social security and government evaluation, and build up the mechanism responding well to the livelihood problems.
