文章回顾和总结了在抗日战争时期严峻的经济形势下国民政府的利用外资政策，着重对国民政府开展的易货借款、铁路借债、合资经营和合作技术等利用外资措施进行了研究，最后对国民政府在抗战期间的利用外资政策和措施进行了评价，肯定其积极的意义，同时也揭示了其历史局限性。
文章迴顧和總結瞭在抗日戰爭時期嚴峻的經濟形勢下國民政府的利用外資政策，著重對國民政府開展的易貨藉款、鐵路藉債、閤資經營和閤作技術等利用外資措施進行瞭研究，最後對國民政府在抗戰期間的利用外資政策和措施進行瞭評價，肯定其積極的意義，同時也揭示瞭其歷史跼限性。

Firstly, this paper gives a review and summary of the severe economic situation and the National Government＇s policy of utilizing foreign capitals during the period of anti-Japanese war. Then, it studies the activities of utilizing foreign capitals such as barter transaction, borrowing money for building railroads, joint venture and joint technology. Finally, it gives a positive evaluation on the National Government＇s policy of utilizing foreign capitals and its activities. Meanwhile, it also points out its historical limit.
