外包正在对传统的一贯作业模式提出挑战。人力资源管理外包也受到日益关注。但是目前人力资源管理外包研究未能深入分析人力资源管理外包和其它外包的特点，忽视了外包市场服务能力因素，由此导致外包策略分析的局限性。文章针对上述问题探讨人力资源管理外包特点，外包市场成熟度及其对外包可行性的影响，以及基于外包市场成熟度的人力资源管理外包策略。

Outsourcing has been challenging the traditional integration mode, and accordingly HRM outsourcing increasingly attracts much attention. However, the recent studies on HRM outsourcing do not analyze its characteristics being ditterent from other outsourcings and neglecte the service capability of outsourcing market.So the analyses of outsourcing strategy have their own limitations. In terms of these problems,this article discusses the characteristics of HRM outsourcing and maturity of outsourcing market and its influence on outsourcing feasibility,and presents an HRM outsourcing strategy based on the maturity of outsourcing market.
