重庆市民营企业自主创新总体水平偏低、创新意识不强、创新文化培育不够、创新型社会环境没有形成。应积极为重庆民营企业自主创新营造良好的社会环境和建立创新氛围，完善企业内部创新制度安排，培育自主创新人才，鼓励集成创新，搭建好支持自主创新的三个平台，并打击侵犯知识产权行为，营造公平竞争的市场环境。

The whole self-innovation level of private enterprises in Chongqing is low, which are embodied in the aspects of weak innovative consciousness, insufficient innovative culture cultivation and incomplete innovative social environment. Chongqing should actively create good social environment and innovative atmosphere for self-innovation of private enterprises in Chongqing to complete internal innovative system of the enterprises, to cultivate self-innovation talents, to encourage integrated innovation, to establish three platforms for supporting self-innovation, to crack down the behaviors for violating intellectual property right and to create market environment of fair competition.
