对公众可持续发展基本意识人群差异的认识,是制定科学的公众参与可持续发展的公共政策的基础。基于互联网调查数据,以地方21世纪议程南阳试点为例,利用T-TEST和ANOVA模型的分析表明,公众可持续发展基本意识在年龄、职业和收入之间存在显著差异,而在性别和行政区之间则差异不显著。因此,除了强调宣传、教育、培训和提高文化素质等措施外,还应关注年龄、职业、收入等社会经济条件的影响。

To understand the difference of the basic awareness on sustainable development of the public in crowds is the basis of formulating the scientific public policy on the public participation to sustainable development. On the basis of analyzing questionnaires with internet, this thesis, taking the example of Nanyang Experimental City on Local Agenda 21, concludes that the basic awareness on sustainable development of the public is significantly different in terms of ages, jobs, incomes with the model of T-TEST and ANOVA. But it is not in terms of gender and topographic areas. So, in order to promote the level of policy making, besides emphasizing the countermeasures of propaganda, education, training and enhancing culture quality of the public, government should also concern the influences of age, occupation, income and other social economic factors upon the public participation to sustainable development.
