山东省文登市从上世纪80年代开始对天然赤松林进行封山育林,此后对人工林也进行封育。主要采取全封与半封相结合,留苗与养树相结合,疏残林补植与改建相结合,乔、灌、草结合生防与化防结合等多种措施。主要效果：全市2.1万hm^2瘠薄丘陵林木郁闭度达到0.6以上,节约造林费9000万元;封山育林形成混交林,节省防治费每年达4095万元;全市林地每年可多蓄水4300多万t,减少水土流失1120多万m^3,使5万多hm^2良田和1.8万hm^2果园得到范灌溉。
