为了维护公众利益，促进网络的健康发展，有必要在各级公安机关广泛设立网络违法案件举报机构，专门受理网络违法案件线索以及网上违法和不良信息。要建立一个“干净”的网络世界，维护良好的网络秩序，需要加强网络立法，以预防控制网络违法犯罪。要重视未成年人的立法，以保障未成年人的健康成长。未成年人立法应遵循教育原则、预防原则、保护原则、综合治理原则。
為瞭維護公衆利益，促進網絡的健康髮展，有必要在各級公安機關廣汎設立網絡違法案件舉報機構，專門受理網絡違法案件線索以及網上違法和不良信息。要建立一箇“榦淨”的網絡世界，維護良好的網絡秩序，需要加彊網絡立法，以預防控製網絡違法犯罪。要重視未成年人的立法，以保障未成年人的健康成長。未成年人立法應遵循教育原則、預防原則、保護原則、綜閤治理原則。

Editorial note：On February, 23rd, in 2007, The CPC Central Committee Political Bureau held a conference to study how to strengthen the tasks of physical education of young people and construction of network culture. The conference stressed ＂going for civilization of network in a large scale, conducting the activities of managing and surfing the network civilized, especially to create a civilized and healthy network environment for the growth of young people and to form a climate of good network morality＂. Over ten ministries including The Ministry of Public Security decided to conduct special activities to strike the network pornography in the nationwide lasting for half of a year from February, 23rd in 2007. To explore the effective measures of preventing the cyber crime, the newsroom of this publication invited some professors from Law and Public Safety Institute in China Institute of Metrology to write a set of articles about cyber crime and juvenile crime, so as to attach the attention of academia and provoke further exploration.
