以高等教育改革与发展为理论立点,结合西藏高等医学教育发展实际,系统阐述了改革医学教育课程结构、教学内容与方法,巩固教学实践基地,推进“通识教育”,发展医学终身教育,倡导建立学习型社会等方面的思路,提出了医学教育国际化的可操作性的对策与措施。
