This paper introduces World Knowledge Competition Index （WKCI） of Robert Huggins Associates. In the paper, we analyze the origin, evaluating index system, and evaluating result of WKCI during 2002-2005. We discuss the revelation of WKCI to build an innovation-oriented country, and have a conclusion that innovative regions or cities should be the foundation of an innovation-oriented country. We suggest that we should be devoted to study the special economic and industry characteristics and evaluating index system of innovation regions and cities, and promote their development.
