创新是当前社会文化的核心主题之一，在当前新科技革命和经济全球化大趋势中，从民族未来竞争发展的高度看，创新尤其需要创新环境建设。现代性的创新文化环境结构，应该是一个开放性、包容性的全新体系，而建设这个体系，则需要着眼于创新文化境界，从民族创新文化历史传统中汲取精华的同时，又要紧紧追踪世界创新文化环境的研究前沿，对现实有着精深的研究和清醒地认识，通过全民参与、多维共进建构出新世纪中华民族崭新的创新文化环境。

Innovation is one of the core topics of current social culture. In the current big trend of newly technological revolution and economic globalization and from the view of national future competition and development, we particularly demand create construction of environment. The cultural environment structure of modem innovation should be an open and holding whole new system. Constructing the system needs fix attention on in innovating the cultural state. We draw essence from the national innovative cultural historical tradition, simultaneously, we tightly track researchful advancing front of the world innovation culture environment. To the reality we have deep research and awakely understanding, and by all the people＇ s participation and jointly many dimensions great effort, we construct brand-new innovation cultural environment of Chinese nation in the new century.
