新公共管理运动中，公共部门引入了大量私人部门的治理机制，契约制是其中被广泛运用的一种。由于公共部门的特性和契约本身的问题，契约制在公共部门的应用既有诸多优势，又受到种种限制。

In the new public management movement, public sectors induct large amount of governing mechanisms from private sectors and contract system is the most popular one of them. Because of public section＇s special characters and contracting problems of its own, applying of contracting in public sector has both advantages and confinements.
