科学发展与改善民生之间存在着耦合与互动的联系。改革开放以来，江苏民生状况已取得极大改善，但仍有与经济发展不协调之处，原因在于民生问题的形成具有复杂的历史背景和现实原因，是经济发展所处阶段、体制制度改革、收入分配和调节政策、社会利益冲突等多种因素交互作用的结果。民生问题的解决是一个复杂的社会系统工程，关键是要在科学发展中寻求破解之策。
科學髮展與改善民生之間存在著耦閤與互動的聯繫。改革開放以來，江囌民生狀況已取得極大改善，但仍有與經濟髮展不協調之處，原因在于民生問題的形成具有複雜的歷史揹景和現實原因，是經濟髮展所處階段、體製製度改革、收入分配和調節政策、社會利益遲突等多種因素交互作用的結果。民生問題的解決是一箇複雜的社會繫統工程，關鍵是要在科學髮展中尋求破解之策。
과학발전여개선민생지간존재착우합여호동적련계。개혁개방이래，강소민생상황이취득겁대개선，단잉유여경제발전불협조지처，원인재우민생문제적형성구유복잡적역사배경화현실원인，시경제발전소처계단、체제제도개혁、수입분배화조절정책、사회이익충돌등다충인소교호작용적결과。민생문제적해결시일개복잡적사회계통공정，관건시요재과학발전중심구파해지책。
There is mutual relationship between scientific development and people＇s livelihood. Since the reform and opening policy, the condition of people＇ s livelihood in Jiangsu Province has attained enormous improvement, but still falls behind the economic development. The reasons lie in complex historical background and realistic factors, such as the stage of economic development,the political system reform, the income assignment and the adjustment policy, the social benefit conflict and so on. Resolving Problems in People＇ s Livelihood is a complex social system project, and the key is to seek the way out in Developing on a Scientific Basis.
