The reform of state-owned enterprises has arrived at proprietary rights step by step from the power of operation. The reforming process has experienced three stages, basically from granting decision-making power to enterprises and allowing them to keep more profits to contract operation and proprietary rights reform. Each reforming stage has embodied the game effect between the grass-roots leading factor and the government's mandatory factor. This exactly drove the state-owned enterprises to reform.
