城中村是我国在城市化快速发展进程中的普遍现象，深圳的城中村是随着经济的发展而成长壮大的；它承担了廉租房的重任，降低了整个城市的运营成本，但也给深圳带来了严重的经济、社会、环境问题，改造城中村是深圳进一步发展的需要；在城中村的改造过程中，存在拆迁补偿、政策执行、村民安置、外来人员居住等难题，政府应转变思想观念，重视村民的观念更新和素质教育．建立健全社会保障制度，拓展改造资金来源，推进集体经济改革，并做好城中村的替代品—廉租房的建设工作。

House-renting settlements are common phenomena in the development of urbanization in China. The house-renting settlements in Shenzhen have been growing along with the development of economy and performing the task of low-priced welfare houses and consequently have reduced the operating costs of the city. But at the same time, they have also brought some economic, social, and environmental problems. The reform of these settlements in Shenzhen is the need for further development of the city. There are many difficult problems to be solved in their reform process, such as compensation of demolition, policy implementation, resettlement of the residents, residence of migrant workers, etc. Therefore, governments at different levels should change their thinking modes so that they will pay more attention to the concept updating and quality education of the residents, establishing and improving a social security system, widening the financial channel for the reform funds, promoting the reform of collective economy and doing a good job in the construction of the substitute for these settlements low-rent welfare houses.
