当前在高等教育发展战略的研究中，有基于高等教育资源供给不足的“扩张论”，也有基于知识性失业的高等教育“抑制论”。本文从实证分析的角度探讨高等教育资源供给不足和人才供给过剩的现实性及原因，并讨论两者之间的内在联系，并从教育财政的角度提出扩大教育资源供给和扩大就业两者并举的高等教育发展路径。

The development strategy of higher education has drawn attention of the public, especially the academic circles, Some scholars advise expafiding the supply of higher education resources. In recent years, there is a trend in China that the intellectual unemployed gradually increased. So others suggest that higher education should be prevented. The paper does demonstration research on two sides. One is lacking for higher education resources, the other is the excess of personnel supply. The paper also puts forward better ways to the development of higher education.
