民生与政府关系密切。政府的性质决定了它必须以保障和改善民生为己任，政府的职能规定着它必须履行保障和改善民生的职责。政府失灵会造成政府失职，致使因市场失灵而产生的民生问题进一步加剧甚至恶化。因此，必须从变革政府的观念、完善行政体制、加快政府职能转变、完善公共财政制度、依靠法治手段建设法制政府等方面入手，对政府实施改革，以解决民生问题，改善民生和保障民生。
民生與政府關繫密切。政府的性質決定瞭它必鬚以保障和改善民生為己任，政府的職能規定著它必鬚履行保障和改善民生的職責。政府失靈會造成政府失職，緻使因市場失靈而產生的民生問題進一步加劇甚至噁化。因此，必鬚從變革政府的觀唸、完善行政體製、加快政府職能轉變、完善公共財政製度、依靠法治手段建設法製政府等方麵入手，對政府實施改革，以解決民生問題，改善民生和保障民生。
민생여정부관계밀절。정부적성질결정료타필수이보장화개선민생위기임，정부적직능규정착타필수리행보장화개선민생적직책。정부실령회조성정부실직，치사인시장실령이산생적민생문제진일보가극심지악화。인차，필수종변혁정부적관념、완선행정체제、가쾌정부직능전변、완선공공재정제도、의고법치수단건설법제정부등방면입수，대정부실시개혁，이해결민생문제，개선민생화보장민생。
The people＇s livelihood and government have a very close tie. The essentiality of government decides that government must undertake its mission to guarantee and better the people＇s livelihood ; the function of government demands that government must fulfill its mission. That government inefficiency could bring about its breach of duty triggers to aggravate the issue of the masses＇ living out of market failing. Therefore, improving and guaranteeing the people＇s livelihood to settle mass living problem is determined to renovate government notion, perfect administrative structure, accelerate functional transition, optimize public financial system and build up nomocraey.
