作为两岸经贸交流的现实图景,海峡经济区日益显现。然而,由于两岸政治环境的特殊性,海峡经济区的区域治理存在特定意义的“政府失灵”和“市场失灵”,而具有民间属性的行业协会等“第三方力量”凹旋空间较大,应作为目前海峡经济区“多元化治理结构”的主体发挥更多作用。
作為兩岸經貿交流的現實圖景,海峽經濟區日益顯現。然而,由于兩岸政治環境的特殊性,海峽經濟區的區域治理存在特定意義的“政府失靈”和“市場失靈”,而具有民間屬性的行業協會等“第三方力量”凹鏇空間較大,應作為目前海峽經濟區“多元化治理結構”的主體髮揮更多作用。
작위량안경무교류적현실도경,해협경제구일익현현。연이,유우량안정치배경적특수성,해협경제구적구역치리존재특정의의적“정부실령”화“시장실령”,이구유민간속성적행업협회등“제삼방역량”요선공간교대,응작위목전해협경제구“다원화치리결구”적주체발휘경다작용。
As the actual prospect of the economic cooperation between the Two Banks of Taiwan Strait, the Cross-strait Economic Zone emerges increasingly. However, because of the deadlock of the cross-strait political relationship, in some sense ,there exist the Failure of Government and the Failure of Market in the governance of the Cross-strait Economic Zone. So the "Third Party" of nongovernmental properties, such as trades societies which has more leeway to move, should be the principal part of the polynary governance structure of the Cross-strait Economic Zone to function.
