嘉道之际，清王朝由盛转衰。汤鹏以天下为己任，“慨然有肩荷一世之志”。他作《浮邱子》，指陈前代得失，通论军国利病，吏治人事。其中包含了丰富的经世致用思想，在政治方面抨击时弊，倡导改革；经济方面重视农业，鼓励发展工商业；军事方面主张增强军力，改善军队建设，洞悉敌情，综合分析研究敌我力量，通过“储武”、“寓饷”积极筹军备战。汤鹏的思想承前启后，其若干经世改革主张对后世影响甚大。
가도지제，청왕조유성전쇠。탕붕이천하위기임，“개연유견하일세지지”。타작《부구자》，지진전대득실，통론군국리병，리치인사。기중포함료봉부적경세치용사상，재정치방면평격시폐，창도개혁；경제방면중시농업，고려발전공상업；군사방면주장증강군력，개선군대건설，동실활정，종합분석연구활아역량，통과“저무”、“우향”적겁주군비전。탕붕적사상승전계후，기약간경세개혁주장대후세영향심대。
Qing dynasty began to decline during Jia - Dao period. Tang Peng thought that he had responsibility for the common wealth and wanted to save the nation. He wrote Fu Qiu Zi, which contained abundant thought on administration and pragmatism and discussed former gains and losses, military disease, and personnel officials. In this book, he criticized social problems and called for reform in political aspect, payed attention to farmers and agriculture and encouraged to develop industry and commerce in economic aspect, and suggested Qing government should buildup military and improve military construction. Tang Peng＇ s thought had an immense significance in Chinese Modern Thought Histoy.
