农民的参与意愿、参与能力及参与程度是新型农村合作医疗制度持久运行的基础。鉴于新型农村合作医疗制度在保障参合农民权益方面存在的缺陷，提出必须以参合农民的实际医疗需求为中心，进行筹资管理、补偿监督等制度性建设，构建适宜的农民参与机制，强化政府公共服务职能，优化医疗机构服务，让农民真正融入合作医疗制度中并从中受益。
農民的參與意願、參與能力及參與程度是新型農村閤作醫療製度持久運行的基礎。鑒于新型農村閤作醫療製度在保障參閤農民權益方麵存在的缺陷，提齣必鬚以參閤農民的實際醫療需求為中心，進行籌資管理、補償鑑督等製度性建設，構建適宜的農民參與機製，彊化政府公共服務職能，優化醫療機構服務，讓農民真正融入閤作醫療製度中併從中受益。
농민적삼여의원、삼여능력급삼여정도시신형농촌합작의료제도지구운행적기출。감우신형농촌합작의료제도재보장삼합농민권익방면존재적결함，제출필수이삼합농민적실제의료수구위중심，진행주자관리、보상감독등제도성건설，구건괄의적농민삼여궤제，강화정부공공복무직능，우화의료궤구복무，양농민진정융입합작의료제도중병종중수익。
Peasants＇ participation wish, participation capacity and the participation degree are the foundations of new rural cooperative medical care system＇s sustainable operation. In view of the defects of the new rural cooperative medical care system in protecting farmer＇s rights and interests, this paper proposes that peasants＇ actual medical demand should be taken as center, then the fi- nancing management, compensation and supervision system, peasants＇ participation mechanism, the government＇s public service functions, and the medical services should be built, improved and optimized, so that peasants would really integrate into new cooperative medical care system and benefit from it.
