文章在分析现有耕地保护政策体系所存在弊端的基础上．提出了在耕地资源保护中运用可转移发展权这一构想。重点诠释了可转移发展权的内涵、运作机理．确立了土地发展权转移市场机制的构建方案。探讨了转移过程中参与主体的利益驱动．并对其在耕地资源保护中运用的预期效益进行了深入分析。研究结论表明：以往的耕地保护对于农民来说明显地缺乏经济激励和公平性．导致耕地保护的效果不佳。而土地发展权的引入及其转移制度的确立，不仅可以消除因规划造成的土地所有人之闻的利益不均衡．提高农民保护耕地的积极性和开发商的经济激励。而且还能够降低政府成本。这对中国的耕地资源保护有着十分迫切和现实的意义。

On the basis of analyzing the problems in the present policies about cultivated land protection, this paper tried to apply the transferable development rights on cultivated land protection. The connotation, operation mechanism, construction on the market mechanism, benefits driving forces and expected benefits were been discussed deeply. Results showed that the previous policies on cultivated land protection were lack of economic incentives and fairness. However, the introduction of transferable development rights not only eliminates the imbalance of interests, but also improves the enthusiasm of farmers and economic incentives of developers. In addition, it can reduce the cost of govermnent and has a very urgent and realistic significance to protection of China＇s cultivated land resources.
