为进一步探讨促进我国区域协调发展的有效组织形式，运用比较的方法和有关经济学理论，从发展较快的鸟昌经济一体化与进展相对缓慢的西咸经济一体化的对照分析中，阐述了组织化的内涵和特点，肯定了组织化在区域地方政府协调发展的关键作用，并认为推进西咸经济一体化发展的有效路径是组织化。

In order to further discuss the effective configuration of the organizations which will promote the regional coordinated development in China, the comparison method and the related economic theory should be utilized by means of comparing and analizing the Urumqu - Changj economic integration and the Xian - Xianyang economic integration, in which the former develops much quicker than the latter; elaborates the definition and the characteristics of organing; affirms that organizing plays an important role in the regional local governments coordinated developments. And it is thought that organizing is an effective way to develop the progress of Xi＇an - Xianyang economic integration.
