本文在论述小城镇发展循环经济的必要性基础上，从四个方面探讨了小城镇循环经济体系。即：循环经济产业体系、城镇基础体系、生态环保体系以及社会事业体系。发展小城镇循环经济的重心之一就是发展生态农业体系，本文从实际出发，充分研究了小城镇生态农业运行模式及建设重点。本文对小城镇的再生资源回收体系也进行了深入研究，并从组织、管理、技术和基金等方面提出了小城镇发展循环经济的保障措施。

Based on the necessity of developing the circular economy in small towns, the paper makes a thorough analysis of the circular economy system of small towns in four aspects, namely, the eco-industrial system, the fundamental system of the small towns, the environmental protecting system and social institutional system. One of the important steps of developing the circular economy of small towns is the development of the system of eco-agriculture. Meanwhile, the paper will make a detail study of the operational model of the eco-agriculture of small towns in a practical way. It will also pay attention to the recycling system of resources of small towns, and put forward some guarantee measures of the development of the circular economy of small towns from the perspective of organization, management, technology and fund collecting, etc.
