和谐社会要按照民主法治、公平正义的总要求来构建，因而要有和谐的教育环境与之配套。作为当代中国教育发展的一项重要内容，民办教育的法律、法规还有诸多不完善之处，由此影响了民办教育的健康发展。因此，应在认真解读和践行现有民办教育法律、法规的基础上加快民办教育立法进程，依法治教，全面促进构建民主和谐的社会主义社会。

A harmonious society should be set up according to law and equality, and so is educational environment. Some deficiencies still exist in laws and regulations on civilian - run education, which have affected the sound development of civilian - run education. On the basis of the existing laws and regulations, the law - making procedure on civilian - run education should be speeded up and education should be managed according to law so that a harmonious society of socialism may be formed as a whole.
