天然林保护工程实施绩效评价是优化工程宏观决策机制的基础。本文回顾了公共财政支出项目绩效评价的理论基础,天然林保护工程绩效评价研究现状、评价实践,分析天然林保护工程绩效评价研究和实践过程中存在的主要问题,提出了天然林保护工程绩效评价进一步研究的重点以及需要解决的机制问题。
天然林保護工程實施績效評價是優化工程宏觀決策機製的基礎。本文迴顧瞭公共財政支齣項目績效評價的理論基礎,天然林保護工程績效評價研究現狀、評價實踐,分析天然林保護工程績效評價研究和實踐過程中存在的主要問題,提齣瞭天然林保護工程績效評價進一步研究的重點以及需要解決的機製問題。

Effectiveness evaluation on Natural Forest Protection Project implementation is basic work for optimizing the macro decision-making mechanisms of the project. This paper recalled the theoretical foundation of public expenditure project effectiveness evaluation and the effectiveness evaluation Research, evaluation practice of Natural Forest Protection Project, analyzed the main problem in the past research on the effectiveness evaluation for Natural Forest Protection Project. The further research contents and mechanisms needed were raised for the effectiveness evaluation anbout the Natural Forest Protection Project.
