By the means of literature review,the authors of this study have made a comparative study of the present situation of implementation of teaching ideology of ＂happy athletics＂ between China and Japan and believe that the key to improving students’ initiatives for P.E.course lies in changing their ideology rather than change of the nature of P.E.course.
