本文论述清末严复新闻自由思想的内容、确立的理由以及实现的条件与路径；阐释清末严复新闻自由思想的形成主要是由于西方的影响、甲午海战后社会环境的刺激以及他自身温和的改良主义理想的影响；指出清末严复新闻自由思想在总体上是进步的。

This paper discusses the contents of Yan Fu＇ s thoughts about freedom of the press, the basis that they are founded, and the conditions and paths of their realization. It demonstrates that the formation of Yah Fu＇s thoughts on freedom of the press in late Qing Dynasty was mainly due to the influence of the West, his own modest idea of social improvement and the stimulus from social environment after the Sino - Japanese War between 1894 - 1895. It points out that Yan Fu＇s thoughts on freedom of the press was generally progressive.
