国外政府监管及改革发展迅速，学界也对其进行了深入研究，取得了丰富的实践经验与理论成果。我国政府监管改革无论是实践效果还是理论建树仍存在诸多问题。实践层面的局限主要表现为监管理念陈旧、监管体制粗疏和监管法治缺失等；而理论层面的不足体现在过分注重行业研究，鲜有指导各行业监管的一般理论成果，公共管理学界对政府监管及其改革的系统研究严重不够等。因此，借鉴国外研究经验，从公共管理学的角度，突破行业视域，进行跨行业监管改革研究，探究监管的理念取值、体制设计和政策安排等，无疑有利于加快公共管理学科对政府监管及其改革研究的学术回归进程，有助于中国政府监管及其改革理论的完善与实践的良好运行，最终实现政府监管政策议程的改革治道。

Government regulation and regulatory reform abroad has developed rapidly; at the same time, foreign academia has lucubrated on the topic and gained plenty of practical experience and theoretical fruits. However, there exist many problems about regulatory practice and theory in China. The shortage of practical aspects includes out-of-date regulatory ideal, incomplete regulatory system and deficient regulatory rules of law; the defects of regulatory theory are that too much emphasis has been put on studying on individual regulatory industry, consequently, and there is rarely basic regulatory theory which researches the whole regulatory industry; Furthermore, public administration academia hasn＇t systematically studied government regulation and its reform at present. Therefore, resolving the above problems correctly will speed the public administration discipline to rightly play its role in studying government regulation and its reform, which will be beneficial to complete its theory and help the regulatory practice run soundly so as to realize good regulatory reform governance.
