WTO授权报复机制被称为WTO的最后救济手段。根据《关于争端解决规则与程序的谅解》的规定，授权报复的程度应与利益丧失或减损的程度相等。然而经济学研究已经表明，授权报复的程度很难与利益丧失程度严格相等。而在外国销售公司法一案中，DSB改变了对授权报复程度的既有解释，将“相等”程度解释为一个“恰当”的区问，希望以此来促进DSB裁决的履行。然而，由于在授权报复机制中存在的“囚徒困境”，借助“恰当”的报复程度来促进DSB裁决的履行的初衷恐怕很难实现。只有通过引入第三方力量或者多次博弈来破解“囚徒困境”，才能实现“恰当”报复所希望达到的“促进履行”之目的。

The WTO＇ s authorized retaliation mechanism is considered as WTO＇ s last resort. According to the Understanding On Rules and Procedures Governing the Settlement of Disputes, the level of authorized retaliation shall be equivalent to the level of the nullification or impairment. However, the economic research has indicated that the level of authorized retaliation could hardly he strictly equivalent to the level of the nullification or impairment. In the foreign sales corporations case, DSB changed the pre-existing interpretation on the level of authorized retaliation. DSB interpreted ＂Equivalent＇as an＂appropriate＂area in order to induce compliance with the DSB＇s recommendation. Nevertheless, since there is a＂prisoner＇s dilemma＂ under the authorized retaliation mechanism, it is hard to induce compliance with the DSB＇s recommendation by an ＂appropriate＇level of retaliation. Only when the＂prisoner＇s dilemma＂could be resolved by introducing the power of third party or repetitious games, the aim of＂inducing compliance＂can then be achieved.
