本文认为，保持动态平衡是控制行政权应遵循的一条重要规律。影响该动态平衡的主要因素包括制度变迁的模式、行政监督制度的初始选择、科学技术发展的水平、市场经济发育的程度、政治体制改革的深度。实现该动态平衡有两条途径：一是调整行政监督制度以适应权力格局；二是优化权力格局以支撑行政监督制度。

It＇s a rule of effective control to administrative power to keep the dynamic balance between administrative supervision regulations and the power framework.
