21世纪的人文美术教育,具有促进社会进步、培养人的创造精神及综合素质等重要功能。其发展与改革的目标是应当思考的问题。人文美术教育应当面向全体国民,关注人文精神,辐射文化价值;应当加强课程的统整、重视学习过程、改善学习方法,体现多元开放、既内敛又扩展的美术文化品格。强化美术与社会的相互作用,已成为世界各国美术教育改革的主导趋势。针对我国国情研究美术素质教育的发展战略及实施框架,这对全面发挥美术教育的功能以及培养青少年和成年人的文化素质等,具有极为主要的意义。

In the 21 st century, the humanistic fine arts education plays an important function in promoting social progress, raise human creative spirit and improve people's comprehensive qualities. The goal of its development and reform is very important and needs our reflection. The humanistic fine arts education should be oriented to all the citizens in the society, focusing on the cultivation of a humanistic spirit and advocating cultural values. Therefore, efforts should be made to integrate the curriculum, emphasize the learning process and improve learning methods in forming a both divergent and convergent fine arts culture. The strengthening of the interaction between fine arts and the society has become the main trend in the world fine arts education reform. Taking into account the national conditions and strategies, the full play of the function of fine arts education and the cultivation of citizens' cultural qualities are of great significance.
