In the 21 st century, the humanistic fine arts education plays an important function in promoting social progress, raise human creative spirit and improve people＇s comprehensive qualities. The goal of its development and reform is very important and needs our reflection. The humanistic fine arts education should be oriented to all the citizens in the society, focusing on the cultivation of a humanistic spirit and advocating cultural values. Therefore, efforts should be made to integrate the curriculum, emphasize the learning process and improve learning methods in forming a both divergent and convergent fine arts culture. The strengthening of the interaction between fine arts and the society has become the main trend in the world fine arts education reform. Taking into account the national conditions and strategies, the full play of the function of fine arts education and the cultivation of citizens＇ cultural qualities are of great significance.
