我国的研究生教育在经历了数量扩张的迅速发展阶段后,已开始迈入一个坚持质量导向、注重质量提升的新时期。英国高等教育质量保证署建立的研究生教育质量外部保证机制,赋予我们研究生教育质量保证的新视野:通过出台并实施高等教育学术质量与标准保证行为准则、高等教育资格框架、学科基准文件和专业项目说明,构建研究生培养教育的学术规范体系;通过实施、完善学科评估和院校审查,构建研究生培养教育的质量评估体系,既从高等院校外部为研究生教育提供应遵循的规范,也为高等院校对研究生教育质量实施自我监督和控制创设空间。英国的实践和经验,为构建我国研究生教育质量保证机制提供了若干启示:加强监督与控制,充分认识建立研究生教育质量外部保证机制的必要性;坚持独立与自主,不断强化研究生教育质量外部保证机构的功能;严格规则与标准,持续完善研究生教育质量外部保证的手段;综合他律与自律,努力实现研究生教育质量保证的目标。

With the rapid expansion of the numbers of postgraduate students, China' s postgraduate education has entered a new quality-oriented era, emphasizing on the improvement of quality. The external quality assurance mechanisms established by the Quality Assurance Agency in the United Kingdom provides a new perspective for the quality assurance of postgraduate education in China. The Quality Assurance Agency constructed academic standards of postgraduate education by defining and implementing "the code of practice for the assurance of academic quality and standards in higher education", " the frameworks for higher education qualifications", "subject benchmark statements" and "programme specifications"; and it established a quality assessment system of postgraduate education by implementing and improving academic review of subjects and institutional audit. The Quality Assurance Agency not only provides external standards of postgraduate education for universities and colleges of higher education to follow, but also gives them space for self-monitoring and self-control. The practices and experiences of the external quality assurance of postgraduate education in the United Kingdom provides several implications for establishing the quality assurance mechanisms of postgraduate education in China: strengthening monitoring and control and fully recognizing the necessity of establishing external quality assurance mechanisms; insisting on independence and autonomy and continuously strengthening the functions of external quality assurance organizations; setting strict rules and standards and constantly improving the methods of external quality assurance; and combing external regulation and self-regulation and striving to fulfill the goals of quality assurance for postgraduate education.
