在农村公共事业领域，管制性农村公共事业、基础性农村公共事业、服务性农村公共事业、保降陛农村公共事业等都存在大量问题。管理主体错位、事权与财权严重失调，管理体制先天不足和城乡分割的二元经济体制是导致农村公共事业落后的原因。在新农村建设背景下，政府可通过调整乡镇政府职能、合理划分乡镇事权与财权，改革压力型行政体制、建构上下良好互动的合作型政府治理模式及建立城乡协调合作的良好运作机制来推进农村公共事业的发展。

In rural public affairs, such as regulating rural public affairs, fundamental rural public affairs, service rural public affairs and indemnificatory rural public affairs, a great number of problems exist. Wrong management subjects, imbalanced administration and financial management rights, system shortage and the partition of urban and rural in economy are the causes for these problems. Under the background of new countryside construction, the government can take the following measures： to push forward the development of rural public affairs： to adjust the functions of village government; to divide the administration and financial management rights properly; to reform the administrative system so as to construct a well cooperative governance mode and a well operational mechanism of the urban and rural coordinative cooperation.
