社区居民自治有效制度是指一套能够合理配置和有效实施的社区居民自治制度。河北省城市社区居民自治有效制度形成的实践基础，主要是作为后发城市社区居民实际参与自治的程度，而理论依据在于居民自治主体制度的应然和当然性质，以及社区组织的结构化。其形成机制主要包括社区自治理念培育机制、社区组织协调发展机制、社区服务多元合作机制以及社区评价监督机制。其相应的政策推进预期为：将社区发展纳入中长期发展规划，加大财政投入；规范政府对社区的指导职能；合理配置和落实相关制度，促进社区相关组织适度发育；加强社区文化建设，推进无形制度向有形制度的合理转化。
