以湖南省退耕还林工程综合效益为研究对象,采用层次分析法(AHP)和德尔菲法(Delphi)对湖南省退耕还林工程的综合效益进行分析,提出湖南省退耕还林工程综合效益评价指标体系。总目标层为湖南省退耕还林工程综合效益,准则层为经济效益、社会效益、生态效益,指标层为26项;对工程综合效益中各项评价指标的权重分析结果,生态效益占65.9%,社会效益占18.5%,经济效益占15.6%;生态效益最为显著。
以湖南省退耕還林工程綜閤效益為研究對象,採用層次分析法(AHP)和德爾菲法(Delphi)對湖南省退耕還林工程的綜閤效益進行分析,提齣湖南省退耕還林工程綜閤效益評價指標體繫。總目標層為湖南省退耕還林工程綜閤效益,準則層為經濟效益、社會效益、生態效益,指標層為26項;對工程綜閤效益中各項評價指標的權重分析結果,生態效益佔65.9%,社會效益佔18.5%,經濟效益佔15.6%;生態效益最為顯著。

The benefits evaluation on the Conversion of Cropland to Farmland Program in Hunan province is the important part to account Hunan investment benefits and provide a powerful judgment for the government's decision. A frame and analysis of Land Conversion Program benefits evaluating index system was established by using the Analytic Hierarchy Process (AHP) and Delphi in the thesis, and then get the contribution-firstly, the Land Conversion Program benefits evaluating index system in Hunan province is divided into three layers: comprehensive index of benefit evaluation on Land Conversion Program in Hunan province can be regarded as total objective layer of index system, the criterion layer consist of social benefit, economic benefit and ecological benefit, and the index layer is composed by 26 items; secondly, analysis on the weight of the benefits evaluation(ecological benefit accounted for 65.9% ,social benefit for 18.5%, economic benefit for 15.6%), get the conclusion - the most significant benefit is ecological benefit.
